Why does an establishment that sells beer/wine need permission from the legislature to give it away?.........Because legislatures probably made giving away alcohol illegal in the first place.

Why does an establishment that sells beer/wine need permission from the legislature to give it away? Because when you give away alcohol to the general public the legislature doesn't get any tax revenue.

"need permission from the legislature"
Because people have been brainwashed to think that unless government stamps its OK on something, it's not legal.
