Maybe Junior really does identify with the shooter, has problems relating to others, is oversensitive to physical stimuli, etc. Maybe someone ought to be trying to help him.

A person who engaged in bizarre and socially inappropriate behavior snapped and murdered 31 people two days ago.

This guy made a comment that indicates that he is not all there mentally and a comment which endorses the actions of the murderer.

Disturbing the peace is a crime and has been for centuries, long before hypersensitive self-styled "constitutionalists" decided that you can do whatever you want, wherever you want to whomever you want as long as you don't physically injure anyone.
