Apparently if it scares other students into not coming to class, it is (believe it or not). From the article:
he student, identified by police as Max Karson of Denver, was arrested Tuesday on suspicion of interfering with staff, faculty or students of an education institution.
Then there is this from the article:
At Oregon's Lewis & Clark College, another student was detained by campus police Wednesday shortly before a vigil for the Virginia Tech victims when he was spotted wearing an ammunition belt. Portland police later determined that it was "a fashion accessory" made of spent ammunition, and said the man did not have a weapon. The belt was confiscated.
Confiscated? Huh?
Absolutely. As is yelling "fire" in a crowded theater.
He's lucky to get off with just an arrest, given the venue of his remarks.
Millions understand how Stalin and Mao were just going about the business of proper governance, and they're not arrested.

No, but it is good that they might get this guy some clearly-needed treatment.
Saying certain light bulbs and unpainted walls justify killing people and including that in particular it makes them angry enough to kill 32 people is a crime, and evidence one needs a straight jacket. They're fitting him for one now.
