Bill tightening ammo-buying rules advances (CA)

SACRAMENTO - California would become the first U.S. state to require instant background checks on buyers of handgun ammunition under a Los Angeles-sponsored anti-gang bill that cleared its first key hurdle Tuesday.

The Assembly Public Safety Committee approved AB 362 - dubbed the "end the Wild West" measure - sponsored by Los Angeles Mayor Antonio Villaraigosa, Sheriff Lee Baca and Police Chief William Bratton.

Assemblyman Kevin de Leon, D-Los Angeles, said his bill would make it more difficult to buy ammunition.

"It's time to put an end to this Wild West mentality," he said.

The bill is supported by several gun-control advocates and opposed by organizations including the California Rifle and Pistol Association, which says the measure harasses businesses and customers.

Supporters acknowledge implementation of instant background checks would take time and be costly.

Under the measure, all handgun-ammunition buyers would have to provide identification to sellers, who would pass the information to the state. The Justice Department would run background checks and notify local law enforcement agencies if a felon or underage person purchased bullets.

The bill also would require ammunition vendors to be licensed with the Justice Department; and ammunition sellers and employees to undergo background checks.

AB 362 also would ban all Internet purchases of handgun ammunition in California.

Violations would be a misdemeanor punishable by imprisonment for up to six months and a fine of up to $1,000.

The bill now heads to the Assembly Appropriations Committee.

Well, the instant background check really helped keep guns out of the Virginia Tech killer’s hands....

NICS and VCIN both cleared the guy, even though he had been adjudicated as a mental defective.

lol This is so stupid to be ridiculous. They’ll just buy it mailorder or any of the other number of ways like driving across the state line. Stupid liberals, may they share hell with the VA tech shooter.

What about carbines that take pistol ammo, and pistols that take rifle ammo?

Passage of this will just precede the one bullet a month rule and the $100M/round tax levy.

My friends will be very grateful for the new business. Tell your friends to use their heads and use cash for their purchases.

Wooly-headed California liberals trample over the Second Amendment.

What a bunch of morons. I got stuck living out there for years. At one time, the State required that anyone buying ammo show ID, and that the info be recorded in a book. I talked to the owner of a major firearms 'emporium' in Orange County, after that stupid requirement went away, and he told me that he had a stack of 'ammo sales' books literally 10 feet high, stored in a back room, and not one law enforcement officer had EVER asked to look at them.

This is just more D@mocrat Party harassment of law-abiding gun owners...

I always love this supid statement... the wild west wasn’t. There is far more crime today than 150 years ago. Jesse James and others became famous because nobody had robbed trains and banks before... Crime wasn’t a safe business when everyone carried a gun....
