Items 1-4 will never happen. Item 5 will happen because all it takes to implement that is taxpayer money.

The best carbon neutral plan would be for Ms. Pelosi and friends to shut down Congress save 1 month a year. Turn out the lights, turn off the heat, stop producing paper and send the legions of staffers on to more productive employment (maybe planting trees or something).
Congress should come to DC in the sweltering days of July, operate without air conditioning, pass the bills that fund our government as quickly as possible (thus no air conditioning) and go home.
