It looks like she’d had straw-curls, which can look really cute, but let it fluff out because she couldn’t be bothered to re-wind them at intervals.
One of the cashiers at my local Wal-mart has a great head of loooong straw-curls, and I always compliment her, because I know it takes a lot of work to keep it up.
