A bomb wouldn’t have to be smuggled across the borders. A speedboat could slip into the harbor of one or several of the coastal cities with a tactical nuke and set it off in the harbor much easier than smuggling one across the border.
Somebody should re-instate Red Cell for its original purposes, AND get Dick Marcinko to head it.
