IIRC, wasn’t it driver and owner dis-satisfaction with a governing body that led to CART?
Dunno about the driver half, but it was the owners' dissatifaction (led by Roger Penske) with USAC that led to CART. Unfortunately for them, they never grabbed control of the Indy 500, eventually opening the door for Tony George to screw up American open-wheel racing with IRL.
