Omar Khyam, the ringleader of the thwarted London bomb plot who was sentenced to life imprisonment on Monday, showed the potential for disaffected young men to be lured as terrorists, a threat that British officials said they would have to contend with for a generation.

But the 25-year-old Mr. Khyam, a Briton of Pakistani descent, also personifies a larger and more immediate concern: as a British citizen, he could have entered the United States without a visa, like many of an estimated 800,000 other Britons of Pakistani origin.

American officials, citing the number of terror plots in Britain involving Britons with ties to Pakistan, expressed concern over the visa loophole. In recent months, the homeland security secretary, Michael Chertoff, has opened talks with the government here on how to curb the access of British citizens of Pakistani origin to the United States.

This Travel Warning is being issued to update information on Eritrea’s current security situation and to reiterate the Department of State’s advice that U.S. citizens defer non-essential travel to Eritrea due to restrictions on travel outside the capital city of Asmara. This Travel Warning supersedes the Travel Warning issued on June 5, 2006.

The Government of the State of Eritrea (GSE) cited safety and security concerns in imposing travel restrictions on all foreign nationals including resident diplomats as of June 2006. Given these concerns and travel restrictions, the U.S. Embassy continues to urge American citizens to defer all travel to Eritrea.

The GSE’s restrictions require all visitors and residents to apply with the GSE 10 days in advance for permission to travel outside Asmara city limits. As a result, the U.S. Embassy cannot provide consular assistance in an emergency outside of Asmara. Travelers also should be aware that that the GSE does not inform the U.S. Embassy when American citizens have been arrested or detained.

Americans living or traveling in Eritrea are strongly encouraged to contact the U.S. Embassy in Asmara in person or through the State Department’s travel registration web site, https://travelregistration.state.gov , to register their presence in the country and to obtain updated information on travel and security within Eritrea. By registering, American citizens make it easier for the Embassy to contact them in case of emergency and provide updates on security situations. The U.S. Embassy is located at 179 Alaa Street, P.O. 11 Suspected terrorists detained

BAGHDAD, Iraq – Coalition Forces detained 11 suspected terrorists late Wednesday and early Thursday during raids targeting a foreign fighter facilitation network and improvised explosive device networks.

Wednesday afternoon, Coalition Forces raided four buildings in Mosul as part of two related operations. When Coalition Forces searched the buildings, they detained three suspected terrorists that intelligence sources link to arms trafficking, a vehicle-borne IED network and attacks against Iraqi and Coalition Forces.

North of Karmah, two separate raids resulted in Coalition Forces detaining eight suspected terrorists allegedly involved in facilitating foreign fighters and an IED network known to use chlorine in its attacks.

Coalition Forces found IED-making materials and a double-barreled anti-aircraft weapon and mount, which they destroyed on site.

“Every time we eliminate another member of the of the deadly IED networks in Iraq, the people of Iraq are one step closer to a safer existence,” said Lt. Col. Christopher Garver, MNF-I spokesperson.

ARTICLE SNIPPET: “Travel restrictions could be imposed by America on 800,000 British citizens of Pakistani origin because of concerns about terrorism, it emerged yesterday.

The move has been prompted by fears that British Muslim men were behind several major bomb plots.

On Monday, five men - four with Pakistani backgrounds - were convicted of plotting to attack a shopping centre, a nightclub and other targets with home-made fertiliser bombs. Last summer, MI5 foiled an alleged plot for suicide attacks on transatlantic aircraft.

The Americans have been concerned that their principal security risk could actually come from Britain, with whom they operate a visa waiver scheme. Since 2004, Britons travelling to the US do not need a visa if they have a machine-readable passport issued since 1991.

Michael Chertoff, the US homeland security secretary, has reportedly told the Government that British Pakistanis should apply for a visa before travelling to America.

The Foreign Office said last night any such plan would be resisted although the Americans would be entitled to introduce a new visa regime unilaterally.”

“Pakistan downplays radioactive ad”

ARTICLE SNIPPET: “Pakistan’s nuclear authority has said there is no cause for concern after it published press adverts for information on “lost” radioactive material.

The adverts urged members of the public to inform officials if they found any “lost or stolen” radioactive material.

They were published in major Urdu-language newspapers in Pakistan.

A spokesman for the nuclear authority said that there was a “very remote chance” that nuclear materials imported 40-50 years ago were unaccounted for.

International concern over the safety of Pakistan’s nuclear programme was expressed in 2004, when the country’s top nuclear scientist, AQ Khan, confessed to leaking secrets to Iran, North Korea and Libya.

Dr Khan was subsequently placed under virtual house arrest, and is now suffering from pancreatic cancer.”

Three jihad terror suspects missing in the UK

Pakistan loses nukes, Britain loses jihadists. “Three Terror Suspects Missing On Our Streets,” by Padraic Flanagan in the Daily Express, with thanks to Jeffrey Imm:

THREE men accused of links with Al Qaeda and the Bluewater bomb plotters are on the loose in Britain, it emerged yesterday.
Mohammed Quayyam Khan, a part-time cab driver from Luton, was allegedly in contact with one of terror overlord Osama Bin Laden’s most senior lieutenants.

A second man, former London Underground worker Zeeshan Siddiqui, had planned to launch a suicide attack on the Tube, the Old Bailey was told.

And Islamic militant Sajeel Shahid, thought to be the leader of the banned group Al Muhajiroun in Pakistan, is alleged to have set up a training camp where 7/7 ringleader Mohammad Sidique Khan and Bluewater leader Omar Khyam learned bomb-making.

All three were named in the trial of five terrorists jailed on Monday for plotting to blow up the Bluewater shopping centre or the Ministry of Sound nightclub with a 1,300lb fertiliser bomb.

Quayyam, referred to as Q in court, was described as the link between the fertiliser bomb gang and Al Qaeda in Pakistan, arranging for 7/7 ringleader Khan to attend a training camp there in 2003.

Old Bailey jurors were told how Quayyam’s meeting with the fertiliser gang’s leader, Omar Khyam, 25, led MI5 to launch an investigation into the Bluewater plot.

Given the codename “Bashful Dwarf” by MI5 surveillance teams, Q was under observation during an investigation into money and equipment being supplied from Luton to Afghanistan. The court heard how Q arranged for both Khyam and Khan to be met at the airport when they flew to Pakistan for training.

Quayyam was said to take orders directly from Abdul Hadi Al-Iraqi, the Al Qaeda number three who was imprisoned in Guantanamo Bay last week.

Only weeks before the Bluewater plot was finalised, Khyam was allegedly seen with Q in Uxbridge, west London. Agents reported Q “leading the conversation and waving his arms around”.

Despite the allegations, Q has never been arrested, though his home has been raided at least once. Neighbours reported police tearing up floorboards and digging up the garden, though no charges were ever brought.

Q has now apparently disappeared but in an interview given before the end of the trial he said he met Khyam and Khan through charity work. He said: “I was trying to build a charity to help poor people in Pakistan but it never came to effect.”

Yeah, a charity, that’s it. A charity, sure.

ARTICLE SNIPPET: “The number of terror suspects being monitored by MI5 in the UK has grown by a quarter in the past six months, the BBC has learned.

The security service and police are monitoring about 2,000 individuals who they say are actively involved in supporting al-Qaeda.

Some are thought to have direct links with al-Qaeda in Pakistan.

The fertiliser bomb plot case has highlighted the links to terrorist training camps in Pakistan.

More than 400,000 Britons each year go to Pakistan on innocent family visits.

But Pakistani intelligence agents cannot follow everyone.

And from cites like Karachi, it’s easy for Jihadist recruits to head up into the hills to training camps hidden in areas like Malakand.

There, they’re taught explosives and weapon handling by al-Qaeda veterans.

This is how the London bombers got their final training before returning to Britain.”
