500,000 here, 500,000 there and sooner or later you’re going to come up with real money. amazing how inexpensive some things seem when somebody else is paying for them.

Actually the service providers will be paying the state to use it's towers and frequencies. The state makes money on the deal.

It is no different than if you owned a tower and charged cell companies to use it.
