My brother lived in NY before and during the Rudy years, and he’s in awe of what Rudy accomplished. A doer, not a panderer or a BSer.
Why don’t the conservatives spend their energy taking the fight to the democrats rather than fellow republicans? However imperfect?

The big difference is that none of these things you mention were really anything more than grandstanding and showmanship, and they had zilch effect on anything really substantive. "Hate crime" laws, on the other hand, present a clear and present danger to the First Amendment, which is yet another amendment that Rudy isn't too keen on.
