Since only Congress can declare war, maybe they feel they can undeclare a war? Interesting Constituitional point and will probably provoke a crisis.

Were their fingers crossed behind their backs?

Does calling Kings-X count?

Did they think it was a vote on "Time Out" for Saddam?

There is a word for this kind of behavior: Childish.
