Nope, that's actually the second question. The first is whether the Republicans in Congress will be willing to step up and see that a repeal doesn't get passed in the first place. There's lots of procedural games the GOP can play in the House to tie things up nice and good ... but they probably can only delay not stop a vote. In the Senate, though, the GOP can draw a line in the sand and filibuster. But will Mitch & Co. have the intestinal fortitude to do so ... ?

Interesting question... correlation - could the President veto a declaration of war?

I feel pretty sure he can veto a deauthorization under the war powers act since congress didn’t actually declare war.

I thought this was done by resolution, not by a bill. If so, it doesn’t go to the President for signature.
