This is but one escort service of about 136 operating in the Washington D.C. area, and the clients are people in Government, and some of the providers are also in Government. This one service has been operating since about 1993. Take those numbers generated since 1993, combine them with the other escort services, and you get a picture of a huge number of people in and around Government who are being escorts or clients.

This, once again, illustrated profoundly the adage that the laws are for the little people. Washington D.C. has passed any number of laws and instigated programs to fight prostitution, yet people in Washington D.C. are major violators, but they are untouchable. The law simply doesn't apply to them.

So THAT is where the Budget surplus went!
