Sounds like a quagmire, and Villaraigosa "rushed to police."
The LAPD should re-deploy to Tuscon, or else the City Council should deny funding.
No blood for beaches.

This is an old story.
The gangs get strong; violence, drugs and property crimes become endemic; the police crack down, get very tough and proactive at the behest of the politicians. All of the problems subside and begin to look manageable; ethnic activists yell and scream that the police are insensitive to their community and are engaging in unrestrained brutality; the police back off at the behest of the politicians; the gangs grow strong; violence becomes pervasive; ad infinitum...
The problem is not the gangs, they can be controlled. The problem is the politicians.
