Homoseuxals drive out families. Families have children who require schools.
Perhaps the city commissioners are thinking they can get more tax base from short lived hedonists than families which provide to the future of society.
Philidelphia will be the next detroit.

Attended a conference in Philly in the late 90s. Saw nothing for which I would want to return. Which puts it a tiny step down from Detroit (which I last saw in the mid-50s/early-60s).

Urban areas in general don't attract families. Most folks with kids want a large house with alot of land, something urban areas don't offer.
Philly's best hope is attracting affluent singles and empty nesters and upwardly mobile (legal) immigrants.
