Not to be picky but Hitler declared war on us shortly after Pearl we did not declare war first on the Germans.
Secondly Ireland was officially “neutral” but actually gave a wink and a nudge to German espionage on its shores. A far cry from our Ally unless the author means Northern Ireland. In Nothern Ireland US troops took over keeping the peace there from British trained troops during the initial phase of American entry in the war.
