Good point, nothing in the brief article with the incredibly bad headline would lead the reader to think about the poor town in Kansas that got wiped out by the tornado.
I do have a problem with the headline myself, unfortunately you aren’t supposed to change it and it was too long to add a parenthesis of something about the tornado. I didn’t think about the body, but I did add keywords.
