Muslim extremists are generally like mice. When you see one or two, it means that there's 5-10. I imagine that German law enforcement has a high standard to prove that someone is AQ related, to say nothing of merely being a sympathizer who would be willing to help out in an attack, so the actual number of pro-jihad elements could be substantially higher.
