You'll have to declare the VFW a "sanctuary" lodge that doesn't enforce state smoking laws, just like the "sanctuary" cities of St Paul & Mpls that don't enforce federal immigration laws.

So you like law enforcement folks who decide on their own what laws they will and won’t enforce? I don’t like blanket smoking bans, but I wouldn’t want this guy as my sheriff.
