My observation was that a lot of young Enlisted Marines had to use Food Stamps, especially if they had a wife and kids.

Why do they assume that food stamp recipients rely on ONLY that as their source of nourishment? For kids, add in school lunches. For mothers and small kids, there's the WIC program. There are soup kitchens and shelters that provide meals. There are even these weird things called FRIENDS... and FAMILY... and SIGNIFICANT OTHERS where one without income can rely on someone to supply food. Heck, the Olive Garden's unlimited soup and breadsticks for $2 was a staple for us as teens, just to get out of the house and talk for hours for little money. Having been a savvy and penniless college kid, there are plenty of school, church, support group, and other organizations that have food available at their meetings... and often they can tell who really needs to bring home the remainders of the KFC buckets. (The Ba'hais, with their meetings every 19 days, were a reliable source for me for one semester.)
Why must every individual government program be the ONLY source of help for us?

Not surprisingly, the lawmakers found it nearly impossible to build any protein of fresh produce into their diets on the budget. Maybe they should try getting a job. :-)

Duck potatoes - free.
Cattail root - free.
Paper grocery bag filled with cereal, sugar, tuna, flour, cans of beans from Salvation Army - free.
Wild strawberry wine - free.
Kinnickinnic leaves for smoking - free.

That list could be better and have more available. I think this is BS. I know that back in the day I would bring home as much food on a shoestring budget and do much better than this list.

I’m looking for the steaks, frozen dinners, frozen pizza, and boneless chicken breasts that I always see food stampers buying along with the beer, wine, cigarettes, lotto tickets, make-up and pet food that the food stamp money frees up their cash for.

Uh, the people on foodstamps have lots of other avenues to get food products.
The Salvation Army in our town has periodic 'give aways' of canned goods and other non-perishables. People start lining up at 7 am waiting for the doors to open.
That's just one of many charities that are willing to help out people who are struggling financially.
