What's the current penalty for being in the country illegally? It's being removed from the country and waiting in line with the rest of law-abiding foreigners. Actually, they ought to be barred from entering for the crime they committed.
Anything that reduces the penalty is amnesty.
The other more important word is injustice. To all those who waited in line properly - followed the law - this law spits in their eye. These illegals should be bumped to the back of the line if not disqualified from the line for their crime.
