Cut and paste can be a problem in pdfs ... however if you stick to a few sentences it is rather easy. Open the pdf document on one browser of tab. Next to of the pdf viewer you'll see a 'Hand'. Just to the left is the word 'Select', click on it. Now highlight and 'copy' then 'paste' in your other browser/tab. Somewhat tricky but you'll get use to it.
Question: is this a Senate document or a McCain-Kennedy draft? Do we know the actual source?
