When California passed Proposition 187 to reduce the public benefits provided to illegal aliens, a federal judge named Mariana Pfaelzer blocked enforcement of the law, claiming that it was in conflict with the will of Congress. Governor Pete Wilson attempted to have the U.S. Senate resolve that no such conflict existed.
Kay Bailey Hutcheson led the fight for the illegal aliens and against the citizens of California, urging her Senate "colleagues" to oppose any action which might result in the enforcement of Proposition 187.
