when they don’t have the votes, the behind the scenes arm twisting begins.... Watch and see if they add a bunch of pork to the bill to get it passed. Then see if Bush objects to that pork as much as he did the pork in the Iraq funding bill.

It is a Senate bill. They can’t do pork. Pork is found on bills originating in the House.
