I think they'll have their hands full *getting* to the moon. As to setting up a military "base" there, it's a long way to earth for supplies, and a few hundred million dollars per trip. I don't think it's happening any time soon. If we can't do it, they sure as heck can't. Note that their first manned space mission was based on technology bought from the Russians. Only NASA has been to the moon. And it's not selling that technology to the Chinese.
