#11, this has been my assumption all along. An actual military reason... however, military plans require leadership to actually start - and not stop until they're over. There's precious little of _that_ in our USA anymore.

BTW, I don't consider sitting in a semi-conquered nation, for years on end, a finished job or treating the enemy combatants like juvenille delinquents (catch and release) more than just stopping.
