BANGKOK - Myanmar's military leaders have never made a secret of their interest in developing a domestic nuclear-energy industry. Plans to buy a nuclear reactor from Russia have been in the pipeline for years, and this month in Moscow the two sides formally resurrected those controversial plans.
Myanmar's move notably comes at a time when both Iran and North Korea have raised US hackles through their nuclear programs. Washington in recent years has referred to Myanmars an "outpost of tyranny" and maintains trade and investment sanctions against the military regime.

A cargo ship from North Korea docked in Myanmar on Sunday in what was believed the be the first port call by a ship from the communist nation since the two countries agreed last month to resume diplomatic relations. The incident grabbed attention because of suspicions that North Korea supplies weapons and weapons technology to Myanmar. Both countries are pariah states, shunned by much of the international community, and Pyongyang has a record of exporting missiles and other weapons to countries which might not otherwise be able to obtain such armaments. It was not known what kind of cargo the Kang Nam I was carrying or whether Myanmar authorities have conducted an inspection of the vessel.

This is what America reaps for its appeasement of Russia. Russia, is now and has always been an oriental despotism. Its inclusion as a European nation is accidental and belies ten centuries of historical antagonism to the West.
