By the BTU would be fine, too, that might offset the variation in efficiency at the wheels.

I am not a fan of government intervention when it comes to favoring one US company over another, but it seems less objectionable to counter foreign monopolies. A safety net to spur development of local energy sources seems like a valid use for government, because energy security is ultimately a Defense issue.
