I don’t think they get the Z-visa then, but they get some kind of card that makes them legal until the receive the Z-visa.

I've read in previous posts that the illegals are also required to use a lawyer when they sign up.
The biggest donors to the Democrat Party are the trial lawyers. So this amnesty is also a taxpayer financed, make work program for Dem lawyers.
