A lot of people up here talk about a fence, but they dont understand the fence runs through some of our cities, Hutchison said. Why on earth do cities exist straddling the border?
Rather than not build a fence, pull the fence back so it encircles the city from the American side, cede the territory to Mexico rather than leave a gaping hole in the fence. That, or divide the city in two with a fence.

She’s full of crap! In Texas we have a thing call a river that separates us from Mexico. One side you’re in Mexico, the other, you’re in the US.
I doubt 90% of Congress has ever been to our border.

I’m not sure what Sen Hutchison is trying to point out but it maybe that she’s saying that there are private/commerical interest or ownership of the property up to the Rio Grande river thus securing a ROW for a fence may include purchasing some property on which to install it. If that is it, then so be it and get on with the purchasing/building.
