As for seat belts, I think people drive much more recklessly than they used to because they think the seatbelt is protecting them.
So they are only half stupid. My observation would be that people who don't wear seat belts are also the ones who drive recklessly, and often drunk or high as well. Wouldn't be surprised if that did not also apply to the guv, though I'd be very surprised if it applied to his driver.
