Police and soldiers said the head belonged to Terencio Sastre, a councilman from the nearby municipality of El Cedro, whose body was found on the side of a road Friday.

"Mexico has become the world's second-most dangerous place for journalists after Iraq with seven journalists killed across the country since October."
But they didn't kill a journalist this time. It was a town councilman. By leaving the head in front of the newspaper's offices it seems they wanted this story told.

A line in the story confirms what I've read before.
I do believe Mexico has outpaced Iraq for beheadings!
"Mexico has become the world's second-most dangerous place for journalists after Iraq with seven journalists killed across the country since October. A Mexican TV reporter and cameraman disappeared earlier this month in the northern city of Monterrey."

Another beheading? Do we now have to worry about the Mexican branch of AQ?
