Britain's Stern Review, published in the fall of 2006, seeks a reduction of 25 percent by the year 2050. Going considerably further, the United Nations' Intergovernmental Panel on Climate Change has urged a 60 percent reduction.

I'd bet even a 60% reduction in CO2 emissions from today's level does not take the world back to the emissions level from before the temperature "hockey stick" curve occurs, which they believe human emitted CO2 is causing.

Obviously these people are more interested in reducing modern man to animals than in science.

I still want to know who gets the money from the carbon credits?

This is nothing more then a global ponzi scheme to give power hungry communists more power to rule the proletariat and create a two class society.
