A transcript of part of an interview the USA Today editorial board did with Michael Chertoff and Carlos Gutierrez is here. It won't let me post it even though there's probably no copyright issues with their remarks.

At least a do-nothing complainer isn’t actively trying to make the situation worse. Doing nothing is better than doing the wrong thing.
