A bill that advanced Tuesday would make California the first state to require that semiautomatic handguns leave an identifying mark on each bullet they fire, a move supporter said would make it easier to track down criminals.

The legislation, which passed the Assembly and heads to the Senate, mandates that semiautomatic handguns sold in California starting in 2010 have to "microstamp" each bullet cartridge in two locations to help police solve crimes.

"We have the technology now to prevent killers from killing again," said the bill's author, Assemblyman Mike Feuer, D-Los Angeles.

Revolvers do not eject cartridges and are not included under AB1471. Rifles and shotguns also aren't covered by the legislation.

Based on sales data, Feuer estimated that 70 percent of guns used in homicides in California are semiautomatic handguns, which eject a cartridge each time they are fired.

The stamping would identify the gun's make, model and serial number. It also would help deter illegal gun trafficking, Feuer said.

We need a constitutional amendment that allows us to eject a state from the union if they get to be too troublesome.

Keep in mind that my state (that I was once proud of 30 years ago) is the same state that just passed SB777 MADATING QUEER TEACHING and textbooks in all government schools at grades K-12 with NO PARENTAL CONSENT. This state has been taken over by socialists, freaks, liberals and every other nutjob fringe group that our state liberal legislature will support...

From a practical viewpoint, this idea is DEAD. What criminal is going to use ammo in a crime that has his/her identification on it ???

Imagine someone picking up someone else brass and reloading. Guess reloads would be out of the question. California nuts at it again. Sacramento needs to be cleaned out.

I find keeping killers in jail and or executing them an effective technique to keeping them from killing again.

Maybe they should ask the state of Massachusetts how their program of keeping a cartridge fired from every new handgun and building a database from them is working out?

The method is different, but the effect is the same. It allows a particular cartridge found at a crime scene to be matched with the gun that fired it.

However, that doesn't mean that they can match it to the person that fired the gun.

Defeating the micro-stamping would also be trivial. Criminals often file off serial numbers, which makes it relatively obvious that a gun has been tampered with. However, filing off the micro-stamp would be simple and not obvious unless the gun is disassembled and closely inspected.

Massachusetts' efforts haven't resulted in an increased arrests, and this micro-stamping is likely even easier to defeat.

There is no rational reason to believe that this will have any real effect on crime.

It is just another method to drive up the costs of guns, and to acclimate the public and the courts to state regulation of the firearms industry.

The next logical step after this is to register each and every handgun and all transfers in a state database. They will argue that now that they can identify what gun fired the cartridge, they need to be able to track it to the owner.

Of course criminals won't register their guns, and stolen guns won't be registered to the criminals that use them. The only real effect it will have is to drive up the cost of owning firearms through driving up production costs and registration fees, as well as giving the government a list of which law abiding citizens owns guns and exactly what guns they own.
