This seems bizarre. Maybe just a blackmail maneuver, fishing for higher payments. Hook the customers and then suddenly withhold the product. Sort of a biological version of their natural gas trick, especially if they have contracts they want to break.

I think you’ve got it exactly right - another commercial blackmail. The explanation given by Russia (if indeed true) is beyond stupid.
