Conspiring to commit the crime is a crime.

Entrapment.--

(1)  A law enforcement officer, a person engaged in cooperation with a law enforcement officer, or a person acting as an agent of a law enforcement officer perpetrates an entrapment if, for the purpose of obtaining evidence of the commission of a crime, he or she induces or encourages and, as a direct result, causes another person to engage in conduct constituting such crime by employing methods of persuasion or inducement which create a substantial risk that such crime will be committed.

GREENSBORO — Calling the actions of Richard Norman “Chip” Williams among the most disgusting he has ever seen, a federal judge sentenced the former publicist for NASCAR drivers to 26 years in prison Friday afternoon for having sex with a young girl he met over the internet.

“This, by far, involves far more torture and forms of activity the court has ever seen in a case of this nature,” U.S. District Court Judge William Osteen Sr. said.

Williams, 49, had a long relationship with a Guilford County girl he met over the internet in 2002. She was 11 years old at the time. The relationship included sex, cyber sex and torture.
