It's just thinning the herd.

Power corrupts. An unrestrained power to "thin the herd" can be absolutely corrupting, imho.

Possibly but this doesn’t make a good example. Calling up David Koresh and asking him for an illegal weapon is a bit more like entrapment. This is more of a “honey pot” situation. This is more like waiting on a highway to watch speeders.

The officials don’t post something like “I’m 13 and I want to have sex”. If they just post “I’m 13”, the pervs do the rest.
