If they get away with billing for transmission of electronic signals through airspace then who’s to stop them from billing for airplanes traveling through as well.
And, while they're at it, why not bill the USA for clouds that cross their airspace, then drop water on US soil instead of theirs. After all, we should have equal rights to the output of those clouds, shouldn't we?
