This is DR Tuberculosis we’re talking about. The government, most likely under the welfare clause, has the authority and duty to quarrantine this man. There will be more of this, rather than less.

What sort of hearing would you like him to have? He acknowledges he has TB. He is contagious with a potentially deadly disease. Would you feel any different if he had the plague? He is entitled to due process of some sort, I suppose, but he is not being punished, he is being quarantined because he poses a health risk. Would you grant him bail at some price also?
The sad fact is that this guy has contracted a deadly, contagious disease. It may not be fair, but that is life. I am not sure I see how endangering others could be the proper response. Do I trust government? No, I really don’t. Do you trust this guy? He has demonstrated that he is not worthy of that trust. I’d say he and government are made for each other.
The point is he is in jail because he wouldn't stay away from the public. If you want to take on the responsibility of keeping him away from the public, be my guest. Otherwise, stop whining.
