When I was in the Marine Corps, 1959-1963, anyone who didn't qualify Expert was considered a poor shot.

If your post means a qualified Marine can’t hit a head and shoulders target at 44 and 88 yards with a scoped rifle from a rest, that would mean all Marines are poor shots.
