He became Gary Condit's right-hand man in the California legislature and when the roof caved in on ol' Gary with the Chandra Levy affair, Dennis jumped in and got the backing of the Dems, congressional lines were redrawn to favor the dems and the rest is history.
Boasting himself to be a Blue Dog Dem, it appears he's become nothing more than Nancy's lapdog.
Nonetheless, Gary Condit is a dirt bag and his protege ain't much better.
