Why is she “going to jail” or “poaching”? Elephant hunting is huge and the main reason elephants are doing well is because of hunters dollars. It probably cost 30k to get that license.
It's worth noting that the only places they are endangered are those places where it is illegal to hunt them. If all you have are poachers working a herd, there is no incentive whatsoever in keeping the herd healthy.

Or it could be other way around. The only reason it is illegal to hunt them is because they were over-hunted in the first place. You can’t hunt wild animals anymore if they become endangered species.
