Bushs comments about those regular folks that opposed the bill showed his true feelings. Plus his comments of a couple years ago referring to the Minutemen as "vigilantes," his refusal to order the borders sealed following the worst terrorist attack in U.S. history, and his longtime (and often hostile) opposition to every congressman (especially Tancredo) who's been tough on illegal aliens.
The only "strategery" here is one that has been in employed by transnationalists for quite a while now -- flood America with the third-world with the intent of creating an immense/permanent dependent class.
