Astute.
It's a blue one because until she finishes her builder's trials and is accepted into Her Majesty's service she is not in commission, and does not rate a White Ensign.

Sea Trials first, then acceptance into the navy, then it will “disappear” for several months at a time.
RN response to any query about the location of submarines is “no comment”. :)
