Charging them would vest them with a percieved importance that they otherwise do not have.

In a free society we sometimes have to tolerate groups such as this, provided that they do no actual harm.

Their attempted incitement provoked a backlash, not what they intended, and they got credit for their actions only from those of the same ilk.
