No it isn't. Chambliss and Isakson want "emergency funding" for the bill currently in the Senate, before passage by the Senate, let alone the House. It's an attempt at end-running the process.
Is that how they plan to get around the Budget Act violations in the Senate bill? Last week they voted to waive the budget act so they could vote for cloture.
