“Temporary” is in quotes for good reason.I think Bush is testing the waters to see what happens with this small amount (compared to 20 million illegals) to see what happens. IF he gets away with it, then he will figure we're not going to do anything and grant "temporary amnesty" to all the illegals. That man is dangerous!
