Yet the power of the incumbency is so great that most of these inefficient legislators will return to their seats. They have learned that the people no longer have any power over them. Like despots everywhere they can ignore the people that they rule with an iron hand.
It’s time to seriously consider term limits, it’s the only way to remove people like Teddy Kennedy who has been in Congress for over 44 years.

You're wrong in that we have a representative form of government. Kennedy and Kerry properly represent those liberal nuts up there in Massachusetts.

You are wrong because term limits does not address the fundamental problem, which is the seizure of control of the electoral process by the ruling aristocracy through education, media, and bribery (legislation).
If Edward Moore Kennedy were term limited, which limit will soon be enforced by a higher power anyway, and nothing else were changed, he would simply be replaced by his son, or his grandson, who would serve another 44 years.
Restoring the Republic is going to take change much more significant than "term limits".

Just how exactly do you expect to get term limits with the corrupt & contemptuous despots in there now?
WE, as in US, as in We the People, need to clean house. This requires voting the bastards out and bringing in fresh blood across the board. Very, very few in Congress today are worthy of returning (IMHO).
